There are alot of ways to document your requirement. You can use word documents (or any other format, openoffice for instance). You can even store these documents in a Repository, this way you can control different versions. It is also possible to use a dedicated tool for requirements mamanagement like:
- IBM Rational Requisite pro
- Scarab
